I ended up taking this with me for my trip to Grenada. I would leave this on at all times when on the beach and there were a couple big down pours and I left my backpack with the cover facing up. It sat there for about 20 mins in the rain and everything was dry.
The description lists this up to a 25L bag but I did use it on a 40L (tomtoc) and it seemed to fit alright. The bag wasnt stuffed full but it did the job

Great tool to preserve your bag and its contents.
It is truly waterproof and keep in mind it only covers the front of the bag and sides- for heavier rainfall, the backside of the bag can potentially get wet from water running off the person wearing it. This is perfect for bikers (of all kinds) and hikers and even kids who go in field trips or walk home etc. I enjoy the benefits on a regular basis and the elastic is firm/tight so there is no concern of it falling off. It’s stores in a small compact size and can easily be packed for traveling with

Finally! A large enough cover for my backpack that carries a 17" laptop! Well-designed with elastic edging that wraps securely around my entire backpack and holds steady in high winds even while riding a scooter at 45mph! Reflective stripping helps me feel more comfortable riding at night. Has kept my backpack and its contents perfectly dry while riding in heavy rainfall and wind. Folds/balls up small enough to not impede backpack contents in any way, making it super easy to carry and never have to be without. Great value for cost. Highly recommended!

Fits my classic style backpack perfectly!
I commute to work by bike, I will use this cover when biking in the rain.

I used this on my way to work in a heavy downpour. I can confirm that the waterproofing does work and my bag was bone dry after 1 hour in the heavy rain! The reflectors are decent as well and not overly obvious on the bag until a light shines on it.
I would recommend it.
