Why is it that when I set the filter the camera automatically makes the picture brighter again? ?

Well, that's not fundamentally wrong. Your description of "automatically lights up again" has it all. The camera tries to illuminate the image in such a way that the set lighting values are achieved and the images do not become too dark IF any automatic mode has been selected.
